You need firest to make backup for this files

admin_options.php
/include/ common_admin.php

Then replace them by this and you well get ARABIC admin control panel

In Arabic forum, users face problem that displayed font is very small
You can solve that by change font type on style flies

See the following:

Find out this line: 16 on  Oxygen.css Oxygen.css

  .pun, .pun INPUT, .pun SELECT, .pun TEXTAREA, .pun OPTGROUP {
    FONT-FAMILY: Verdana, Arial, Helvetica, sans-serif

Change it by that line:

  .pun, .pun INPUT, .pun SELECT, .pun TEXTAREA, .pun OPTGROUP {
    FONT-FAMILY: tahoma ,Verdana, Arial, Helvetica, sans-serif

We add only tahoma font type
