Problem is fixed for the userlist when disabling Admin add user extension, and the problem is fixed for creating a new topic when disabling the Pun poll extension.

Perhaps a bug?

Also I have just found that when I post a new topic (post.php) the same error occurs, the header and footer does not display. But, when I reply to a topic (also post.php) the header and footer displays correctly.

I have the following extensions installed: Admin add user, Antispam System, Attachment, BBCode buttons, Funny avatars, Posts RSS feed, Private Messaging, Pun poll, PunBB Repository.

I am not really a php programmer, but are there correct linux permissions for php files/directories?

I changed the template back to its original main.tpl and I still get the same problem. So I believe the problem lies with the .php files. It is only the userlist.php page which does not display the header and footer, every other page displays correctly. My userlist is at:

I have been running a PunBB forum for a while now. But during a server change, the user list does not view correctly. It seems as though the header.php and footer.php do not return the HTML but only the userlist.php does, so it only makes the main part of the page.

I have taken a screenshot and it is here:
