These characters are from higher planes of Unicode, first one is U+1F534 (LARGE RED CIRCLE). This is not an error, but incompatibility on PunBB site, maybe also in PHP and MySQL.
For example, recent versions of MySQL have introduced new UTF-8 charsets, like utf8mb4_general_ci.
