What are the steps under 1.3.4 to use Mysql in lieu of sqlite?

Topic: Would like a global new thread/reply notification (via email) option (0 replies, posted in PunBB 1.4 additions)
We have a private forum (very restricted access to about 10 people) and I would like to be able to have all moderators to get an email notification whenever a new reply or thread is posted.
I'm okay with a hard coded mod, realizing that I would have to re-implement on each new update.
Has anyone done this already or willing to develop this for a small fee?
