If you are using Firefox, you can use FireFTP addon.
And WTF? Download IS package (like COMODO, which is free), and if you have brain your computer will be safe.
Download managers in browsers allow also only opening (not downloading) files. Do so with (if it exist) portable version of X software.

Try in CSS, info-lastpost class.

Or if you want your own theme you should learn CSS and then use Firebug (or another tool with his functionality, the tools that are in standard of all modern web browsers should be OK) and scan code, and then find it in your style file.

Have you tried to disable it?...

In extensions/kt_stylish_announcement is a "css" folder. You can edit there announcement for every style other.
