Thanks for the help. As admin I found the 'Allow users to view the board' setting in the Moderators group configs. It seems like this should be allowed by default.

When my Moderator logs in he sees "You do not have permission to view these forums." Admin, members, and guests can see the forums. The moderator has been assigned the forum but he can't read it. What's up ?
