Nevermind. I fixed it.
I went through all of my extensions and disabled them one by one, and kept checking to see if I could reload the page and if it worked and then it did. The content of the page is now visible. It was a "Profile Comments" mod by Edson Ordaz.

Maybe your browser doesn't support meta redirections.

I'm using the latest version of Google Chrome.
And that redirection message appears at the bottom, like it's supposed to, when you're able to edit the group.
I'm saying that after I promote a user to the admin or mod group, that's the page I get, whether I refresh the page or go back or whatever. I can't assign them forums to moderate or change their group.

When I add a user to my admin group, I get this message:

And it just sits there and doesn't load anything, therefore, I can't edit which forums the user can moderate.

So, I changed the PunBB version number in phpmyadmin to "1.0.0", because I am creating a fork.

I deleted my cache_config.php file and it generated a new one, but now I get this error when visiting my forum:

"Sorry! The page could not be loaded.

Your PunBB database is out-of-date and must be upgraded in order to continue.
Please run db_update.php in order to complete the upgrade process."

How do I get rid of this error message without updating the db? I want to keep my version as "1.0.0" instead of "1.4.2".

EDIT: Solved.
