I want to prevent the public from creating user accounts on a punbb setup, but want to allow the administrators to be able to create accounts.

How is this accomplished? I've turned "Allow new registrations" off, which accomplishes the first part ... but I don't see a way for administrators to add users manually.

I need to give a user group access to modify user records, specifically which group the other users are in. Is there a way to do this?
