if this is possible can someone tell me how

  i want guests to be able to see some of my forums but not the topics inside it  and then when you have a certain amount of posts you can see the topics in the forum and post there

OR if thats not possible

is there a way i can make a message like an annoucement that only guests see telling them to register

i think i would prefer the second way if its possible
