it confuses me because i'm trying to get the one with him indicating that its stupid but instead i get the guy with the hammer

That's not a default PunBB smiley 
If you paste your copy of parser.php here, I can try and find the issue

I'm assume you're the administrator of a forum and have access to the files
parser.php is the file that takes care of BBCode and smilies. At the top of it you can set different smilies and their images. If you paste the contents of the file here, I can look at it and try to figure out your issue.
