Topic: sticky option not showing

i just installed punbb 1.2.14 and i cant find the sticky topic button, i want to create sticky topics and i just cant, hope this can be fixed soon.

Bottom left, in the footer.

make the topic, than view it. at the bottom you will see a link saying "stick this topic"
