I tried to go to http://svn.punbb.org/svn/punbb/branches/punbb-1.3-dev as it says on http://dev.punbb.org/ at the bottom but it does not exist?
where can i get the latest version?

Easiest way to download the latest revision is to visit:
http://dev.punbb.org/browser/branches/punbb-1.3-dev
And clicking the "Zip Archive" link in the footer.
