Topic: incorrect data in RSS

in forum all topic's have correct data, but in my RSS (external.php) all post's have incorrect time.

like:
Posted: Wed, 31 Dec 1969 18:00:00 -0600

how I can fix this?

It seems there are some errors with calculation of GMT. What value does the "date.timezone" setting in php.ini have?
