Fight spam and ban evading members with the Proxy Or Not button.

Sticks a link beside the IP address of members in posts and in the user profile for moderators and admins to quickly check the IP of a member with a single click to see if that member is using a proxy or not (Will catch most socks4/5/http/anonymous/cgi proxies, do a test yourself to see how accurate it is.)
