How to change PunBB homepage to blocks?

Hello,

I have just installed PunBB on one of my sites but I want to have blocks ( forum thumbnails and latest topics under each forum) on the homepage like this site http://www.webmastersun.com

It is possible to achieve that? does it need a page builder like Wordpress cms?

Please share your suggestions? thanks!
