The moderators have acess to Admin and they shouldn´t...

Well, PunBB doesn't have editable user group privileges. What you see is what you get.

Moderators in other forums generally have fewer privileges than in PunBB. I've programmed it that way on purpose. I'm a moderator in one of swedens largest online communities (uses vBulletin) and the fact that you, as a moderator, can't even edit someones signature or remove a pornographic link from the profile is extremely annoying. So, to make things work, we have had to turn a bunch of the moderators into administrators. I thought I should avoid that and thus, in PunBB moderators have rights to edit parts of peoples profiles. I like it that way. If you are concerned that your moderators are going to wrech havoc in peoples profiles, you haven't assigned the right moderators :)

i dont mind moderators being able to modify profiles and so on, however i would like  the option to strip certain moderators of banning power. Actually what would be ideal is if there was an ption for moderators to issue a ban but not have it take effect unless confirmed by an admin. Pipe dream, i know.

Kennel, didn't you have plans to implement user groups or something like user groups in 1.1?

Well, I was playing with the thought, but the change is rather massive and I'm afraid it won't make it into 1.1.
