Topic: Ban by email doesn't seem to work

I wanted to ban a specific email address so I added the email address to the banned list

i then tried to register using the banned email address and I was able to register and browse the board with no problems

i also tried logging out and then back in and I was still able to log in with no problems

might have something to do with:

Allow banned e-mail addresses
Allow users to register with or change to a banned e-mail address/domain. If left at it's default setting (yes) this action will be allowed, but an alert e-mail will be sent to the mailing list (an effective way of detecting multiple registrations).

it's under "permissions"
