Ok this is part one, which is adding a portal page with (live!) news from the forum of your choice, part 2 will be adding a sidebar and i'll post that later today i hope

Add forums.php to the menu:

Replace links to the forum index in viewtopic and viewforum
simply open up both viewforum.php and viewtopic.php and replace index.php with forum.php
you should have to replace it twice in both
