Topic: Time difference

I've set the settings of the time difference in the admin menu.
The problem is when I log in, the time displayed on the postings is correct.
However, when I log out, or when I visit the forum, the time displayed on the postings are wrong.
Can anyone help me on this?

I've read a few postings on the transferring of posting from one topic to another forum/topic.
Is there any new update or development to this?
It seems that I cannot transfer a post from one forum to another, right?

the time shown when you view the board as a guest is the timezone set in admin, but when you are logged in it is the timezone set in your profile, i guess they are set differently?

there was a split topics mod, but moving a single post from one topic to another is more complication i think
