Database reported: Illegal mix of collations (utf8_turkish_ci,IMPLICIT) and (utf8_general_ci,IMPLICIT) for operation '=' (Errno: 1267).

Is this 1.2 => 1.3 migration or fresh installation?
Try to set all collations to utf8_general_ci.

Exactly i mostly face this type of errors when i go to post thread in few forums. Can yo u tell me a perfect reason why these type of error  comes and how we can resolve it?

Looks like database has been created with the utf8_turkish_ci collation. Try to change all the collations (db and all its tables) to utf8_general_ci.

If this doesn't help, send me the dump of your database please.
