Looking for a certain forum mod

Hello all!

I am looking for a mod, that allows normal users to post topics in a forum. The topics they post are only visible to them, and administrators/moderators, so only they can reply to the topic, and only the topic author can read the replies. I've seen it on other forums, does anything like this exist for punbb?
