punBB = smaller and faster than phpBB, most people leave websites if the page takes too long to load, I don't think this'll ever be a problem for punBB forum members (unless the servers playing up 
)

vBulletin is for serious forum communities that need all the extra juice (reputations, advanced moderation, PM-s, user managment, modarator controll, user notes, etc.) And I'm not so shure how well would PunBB stand with a couple of milions of posts, tens of thousunds of users, etc...

phpbb takes whole lot of time to load, but this is not the case with punbb, so it rocks. Also the size of punbb is small compared to phpbb

Anyway, I think PunBB is really good and is the best when you want a fast, reliable and simple forum. If you plan to support complex features, then maybe think about PhpBB3

just noticed PunBB gets 1/3 for installation - and it's probably due to those two points?
I agree it could be easier of course and it's not as good as Phpbb - but 1/3... :S

All I can say is that PhpBB 3's permissions system is overkill and way too complex.
