HowTo: 'Report Post' also possible for guest users?

Is there a way and what should be done if I want to allow guest users also to be able to 'Report' a post?
I've already looked within the files: viewtopic.php and misc.php
but I cannot figure out what exactly should be done.
Any help is appreciated!
