i found this and asked my host about the problem they replied:
Actually our mod_security "rulesets" are not only up to date but
are updated in live real time daily and doesn't block anything that
isn't deliberately meant to be blocked.
im guessing its punbb? is there anyway i can fix it myself?
OK, then one of the rulesets is blocking PunBB inappropriately.
Edit: And after re-reading the ruleset I got corrected before, I FINALLY see where the issue is. I'll ask for them to fix it now

Err, the issue is with the mod_security rules, not with PunBB 
The fix is a one line change, either adding "chain" properly or just removing one (unnecessary) line completely. Someone just has to read my email first (which they might not do for a bit considering it's the weekend)
wait what do i need to tell the host to change mod_security?
You shouldn't have to tell them to change anything: if they really keep their rules as up to date as they claim, once the site I emailed corrects the rules you should be fine

GotRoot is the website I'm contacting, since they're where I found the rule last time.
No, I haven't gotten a response. I've sent another email.
I just got my email back, the guy that runs the site has been traveling. He says there should be a fixed version released in a day or so

hmm im still getting the same error
i asked my host if they updated and they said yes
maybe its me? maybe i need to change .htaccess (dont know much about it though)
Can you confirm with them that the rule no longer exists?
If it doesn't, clear your cache
If that still doesn't work, ask your host to share with you what rule you're hitting
