We have the same kind of talk on the Debian forums, everybody wonders when Etch will become stable.
I run Etch on my home server but I still run Sarge on the VPS that hosts my live web sites. I'm in no particular hurry to see Etch come out cause I want it to be solid and stable. I don't think any developer group holds back software if there wasn't a good reason for a delay.
I run PunBB 1.3 on my home server, I can see many exciting things in it but I also see some exciting things coming. Etch is frozen, as in no new features are being added, PunBB is still being added to, there's a list of tickets that reads like a Christmas list.
Soon, the Elfs will be done with their work, in due time

As I said, I'd suggest you stick with 1.2. That being said, you need to ensure that you have replaced all of your files with their updated copies:

All my mods... so much work would be needed (I'm guessing) to reintegrate them... ohh the pain XD

Meh, I'd consider doing a diff 2 extention... once I get the guts to look at 1.3 readme 2 diff would be tuff though... not impossible though

No, honestly, unless you write a script that can understand excatly what a mod does from the readme (you can't) and then write a new script using that knowledge but using hooks, you can't do it
