Topic: Sticky'ing

Sorry for such a ridiculous question but I looked in the 'documentation' thing and the FAQ but I don't think it was there
I am just wondering how I set and deset topics to be sticky/announcment
Thank you for your assistance
I am using a theme called kontrast from punres.org I do not know if this changes anything. i did look using other themes but still found nothing.

Look at the bottom of the page when viewing a topic as a moderator/admin. You'll see some options like

    Delete multiple posts
    Move topic
    Close topic
    Stick topic

To put it simply.
You can only sticky an existing post.
