win i try to make a new post on my forum i get this:

* At least 0 seconds have to pass between posts. Please wait a little while and try posting again.

how do i fix this?

Whether it needs adjusting for a windows server I know not. This isn't my field, I was just ungay enough to do a search for "0 seconds".
