HEAP is stored in memory, so it allows you to retrieve the information more quickly (and you shouldn't ever need to optimize/repair it)

Plugins are on PunBB, unless they're a part of a mod, in which case they're on Punres with the rest of the mod
And I'm not sure how the installer works, but how I'd assume it works is to take the readme and, based on a general format, do the changes from there
