$_POST['confirm_cancel'] - button in the CSRF-confirmation form. The constant "FORUM_SKIP_CSRF_CONFIRM" defined only in "<FORUM_ROOT>/post.php", because at this page there is another CSRF-checking.
Please, describe what such hidden service should to do. It seems that something is wrong with your HTTP-server.

You can add it like url encoded GET-parameter and edit the 165 line of "<FORUM_ROOT>/login.php".

There is no special spam protection, but there is an "Email flood interval" setting for e-mail flood protection. It can be a feature for pun_antispam, thanks for the idea.
You can get latest topics/posts with help of extern.php. The URL will look like: <FORUM_URL>/extern.php?action=feed
