in the css (that's in style directory. And if you didn't change the style edit oxigen.css) look for:

TABLE.punmain {
    border: none;
    width: 100%;
    background-color: #606060
}
TABLE.punplain {
    border: none;
    width: 100%
}
TABLE.punspacer {
    border: none;
    width: 100%
}

width: 100% that means that the table is at maximum as it can be
You can use percent (%) or pixels (px)

I think you should get a paid server if you want quallity services.
But if you only want to experiment with forums, sites and so on, i think you could install apache for windows, with php and mysql support on your computer.

Belive me i like better to configure my forum/site first on my computer and then just upload it onto the server.

Frank H, on the left only the primary smilies, the other ones (you added) with the Smilies link, even a pop-up window. I guess your right but i'm more used to phpbb and, newbie users don't know how to use them.
