You cannot use PunBB on Freewebs, as mentioned above. You need a host that supports PHP and either MySQL, PostgreSQL, or SQLite to run PunBB. There are many websites out there dedicated to discussing where to find good free hosting with such support. This is not one of them.

It's based upon the Andreas05-reversed template by Andreas Viklund, but I made a lot of modifications of my own to it. There's a link to the original in my board's footer.

For the alignment stuff, does this work (I'm not exactly sure whether or not it will):

DIV#brdtitle, DIV#brdmenu {TEXT-ALIGN: center}

(place it in style/yourstyle.css if you want it in a particular style; place it in style/imports/base.css if you want it in all styles)

For mod_rewrite, I believe there's a mod called PunOOGLE or something that you can try (or you can wait until 1.3, which has clean URLs built in).

Just to clarify, it will be default for new users. It will not, however, be automatically applied to all currently registered users. For that, try elbekko's method, or the plugin mentioned in the same topic.

I don't know. However, many clients don't support HTML or allow users to disable HTML for security reasons, so it might be a better idea to stay away from HTML anyway.
