It's a old plugin of the 1.2.* version that allow the admin to send an e-mail to all forum users.

Hello i have discoverd new bug in the redirect URL forum, when place a link and before i will edit it i see this message:

Notice: Undefined index: Forum perms info 2 in /web/htdocs/www.mysite.com/home/admin/forums.php on line 428

and in the box of info the <li> tag not work correctly see image:
