AP_News_Generator.php

I'm using the most current PunBB release as well as the "mini-portal" described here...
anyways I'm testing this on my home server (xampp) and AP News Generator generates the "news.html" file just fine, but seems to not do anything regarding the "time Based" archive. 
Any ideas?
