Topic: I need to make BBC/IMG TAG for a usergroup only.

I need to make BBC/IMG TAG for a usergroup only... basically so people can't register an account and post images of porn and websites.. I want to make it so they have to be MANUALLY confirmed by me to post images/bbc.. I'm sure its floating around on this site.. and I was hoping someone could point me in the direction..

I don't know that there is a mod to do that.
