Help editting Header

I would like to add a paypal drop down menu with features for people to buy to the header. I am not CSS savy, so I was wondering how I could go about doing this? What file do I need to edit to put the menu in to the header? Does any one know of any tutorials that they could link that could give me information on how to do this?
