One thing that I would do is throw some breaks into your rules document. Currently, it's a very long paragraph 
Also, one typo jumped out at me in my brief skim - 'witch' instead of 'which'

Very nicely done! Two things pop up that I think can/should be changed:
1. You're using the PunBB logo next to your own Tennhall logo, but it looks like it's one logo. I would prefer it if you removed the PunBB symbol.
2. Add a little right padding to the new message indicators. As it is right now, the forum title and description is right next to the round thing. At least in Firefox.
