you cant enable it because PunBB does not have it,
How ever, you can create a new usergroup, disable posting ect on it, and then move them into a new group manually when / if your happy with them

best flashchat i've seen is called "FlashChat" found on www.tufat.com
Just intergrated it into my forum
It costs $5 but if you join the affiliation thing, you need 100 clicks and you get any script from tufat.com for free.
(i used proxy to get most of my clicks )

create another user, go into phpmyadmin and change the usergroup id to 1
then log onto it and you are admin on that
