I can see PunBB moving over to a template system some time in the future, but if anything, it will be XML/XSLT with client side transformations (and server fall-back of course). Anything else feels so 2003.
I honestly have no idea. There's a solution of course, but unfortunately, I don't have time to delve into it now.

It means that the user "myusername" does not have access to the database "myforum". You should probably talk to your host and ask them what database name, username and password to use.
I am building a site which will be used in particular by visually impaired people, so must be accessible to them. I've opted for punbb as it is more accessible than phpbb.
In that case, you're in for a treat with the next release of PunBB. Paul has been working on accessibility a lot. I even think that some people from Guild of Accessible Web Designers have been testing it out (not 100% sure about that though).
Turns out what Paul and I was planning took a little bit longer than we had planned. I will wrap it up when I get home from work today. The commit coming today is all the new markup and stylesheets (and then some).
phpBB did have a notorious security problem in its viewtopic.php, so that might be why your host has blocked it.

Yes, it would be wiser. I'm considering switching to MySQL fulltext indexing, but I'm not sure it will make it into 1.3. An alternative is to simply provide people with a new search.php and then disable the search indexing code.
If you're fine with posting the articles in PunBB, you can use the news generator plugin. It's what I use here at punbb.org.

I'd recommend not opening it in Dreamweaver. It has a tendency to mess things up. Rather, open it in a text editor.

I was quite happy with punbb - until I had to upgrade and it totally FUBAR my layout.
The version you were running was a year and half old. That's an eternity. Expecting a current release to be completely backwards compatible with any hacks and styles from the old version is not realistic.
It looks as if you've decreased the font size in your browser a lot. What if you reset it to the default (View->Text size)?
Well, the pain is not only doing that stuff, but having to log in everywhere (not only freshmeat) and update the info. It's 2006, these things should happen automatically.
