For the signature, please use the smilies setting for signatures.
If you could enhance this further by adding another row of buttons for the BBcodes, that would be awesome.

Requests please:
Don't display smilies if smilies are disabled.
Please align the smilies with the message box instead of flush left.
Add it to editing a post.
Maybe add it to Profile > Signature.

"Allow BBCode [img] tag in posts" is unchecked.
Profile > Settings:
"Show images in posts". This should be hidden when the above is unchecked.

"Convert smilies to small icons in posts" is unchecked.
"Convert smilies to small icons in user signatures" is unchecked.
Profiles > Settings:
"Show smilies as graphic icons" since this setting is for both postings and signatures, then when the above settings are disabled, then this should be hidden.

"Censor words also affect usernames. New users will not be able to register with usernames containing any censored words."
Registered a username matching one of the censored words and got a warning, but no error message.

This checkbox is always enabled. Unable to uncheck.

Yes, but if you have Censoring disabled, then there is no point for the moderators to manage censored words.
By adding it as a Moderator permission, you have the option to decide if Moderators should be allowed to manage censor words.

Disable the Censoring link (Administration>Moderate) for moderators especially when this is unchecked "Enable censoring of specific words".
Consider making Censoring as one of the Moderator permissions to turn on or off.
