Do you get the same result when using an online validator such as the w3c one? (I use the web developer toolbar which allows me to validate the page easily, you may have to do a copy and paste).

Look at the viewforum.php link for that forum. For example, the Troubleshooting forum's ID is 21.

Try putting this in a .htaccess file
php_value display_errors 1
If that doesn't work, you'll need to download a backup of the database and run it somewhere where you CAN see the error in order to figure out what's wrong
display_errors boolean
This determines whether errors should be printed to the screen as part of the output or if they should be hidden from the user.
Note: This is a feature to support your development and should never be used on production systems (e.g. systems connected to the internet).

The issue is characters being treated as individual characters when in reality they're displayed as HTML entities. I remember this being discussed before, but I can't find the topic
The copyright date has nothing to do with the version number, which can be shown by enabling it in Admin Options. It is disabled by default for security reasons (so people can't search "powered by punbb 1.2.6" in order to easily find forums that should be vulnerable to an exploit). And admins/mods can see the version number in the admin index. There's no reason I can think of why users would need to see the version number of a forum they're using
The copyright years have been updated in 1.3 (although the copyright has been removed from the footer, it's only in the admin index and at the top of every file).
