There is official extension which adds Q&A Captcha. Also you can find StopForumSpam extension created by one of PunBB developers.
Image captchas or any other captcha won't be implemented in the core of PunBB. Read about this software, his ideology and plans.

I don't like removing a post from chat-topic. Instead of that, after the topic reach max posts version, close it and create another one.
For example: "Chit Chat [part1]" "Chit Chat [part2]", etc.

Install a new PunBB forum on the same server and if possible another forum software (like phpBB, SMF). If everything will be good, write yo your hosting provider.
